This is not really much of an "improvement," and it is pretty old.
x264 has come a long way since then, and the quality improvement obtained from changing the codec's initial state is absolutely tiny, completely non-existent on movies anyway. It is also incomplete, as it doesn't factor in resolution, color depth, etc into the state calculations.
